The country is undergoing major legislative changes, standards will be further raised, says Saudi Justice Minister

The True Post(Web News) Judicial Conference 2025 Saudi Minister of Justice Dr. Walid Al-Samaani has said that the kingdom is undergoing a major legislative change.

Which is a means of raising standards, as special legislation has formed the basis for the change of this law, which has issued civil transactions, personal status, evidence and other systems. In a press conference, he pointed out that these laws have enabled the courts to reduce the scope for interpretation and improve the quality of their results. The effects of these special laws include a reduction in litigation time and an increase in legal certainty and predictability of decisions, which, according to current indicators and statistics, is more than 70%. Furthermore, the rate of beneficiaries has increased to 92% this year, compared to only 78% in 2022. The Minister of Justice clarified that this change of law is in line with the Kingdom’s Vision 2030, which includes all aspects of development, including making the judicial system more efficient and transparent. He revealed that a case review center, a case preparation center and technical offices have been established within the courts, in which more than 700 legal researchers from all over the country are working. He explained that the Review Center focuses on improving the quality of electronic case files and has processed more than 5 million electronic case files since its inception. He added: “Real estate transfers are now completed promptly, and more than 200 million real estate documents have been digitized, with a capacity of 300,000 documents per day. The scope of documented electronic contracts has also been expanded, including the Unified Employment Contract; the number of documented employment contracts has exceeded 4,000.” The Minister of Justice also mentioned the launch of the Virtual Enforcement Court, which allows for full electronic processing of enforcement applications without human intervention, reducing the processing time by five days. More than 400,000 applications have been processed this year. He clarified that Saudi Arabia is preparing to issue a “Clarification of the Law of Civil Transactions” after issuing clarifications for the Law of Evidence and the Law of Personal Status. The Minister of Justice appreciated the cooperation with the Ministry of Media in promoting legal awareness and strengthening the institutional image of the judicial system at the local and international levels.
