Canada Accelerates Push for EU Associate Membership, Mark Carney Announces

Canadian Prime Minister Mark Carney has announced that Canada is working towards becoming an associate member of the European Union (EU). He made the announcement while hosting senior European Union officials in Montreal, although questions remain about the proposed membership’s practical structure and feasibility.

Speaking ahead of a meeting with Canadian and European business leaders on Thursday, Carney said Canada and the European Union shared a common mission and were building a new alliance for the future, with Canada participating as an associate member.

He said both sides were working towards establishing a new partnership suited to future challenges. Previously, Carney had avoided using the term “associate membership” to describe the proposed relationship, arguing that its practical outcomes mattered more than the name attached to it.

European Commission President Also Supports Special Membership

European Commission President Ursula von der Leyen first proposed last month that Canada should become a special associate member of the European Union. However, the proposal has not received unanimous support among the EU’s 27 member states, with objections emerging from some quarters.

Interestingly, the European Union currently has no formal framework for associate membership. This means new administrative and political arrangements may have to be developed if Canada is to receive such a status.

Speaking in Montreal on Thursday, von der Leyen once again expressed support for the proposal. She said she wanted a partnership with Canada that would bring the country closer to full EU membership than any arrangement the bloc had previously offered to another country.

Associate Membership Term Removed from Joint Statement

Differences over the nature and terminology of the proposed Canada-EU partnership have also affected the Montreal summit.

Reports emerging a day before the meeting indicated that the term “associate membership” had been removed from the draft of a proposed joint statement. Instead, the document reportedly included language emphasizing deeper relations and a commitment to establishing a closer partnership.

The development reflects concerns among certain EU member states. However, von der Leyen’s renewed endorsement of special membership in her Thursday address has brought the proposal back into focus.

Joint Efforts to Reduce Dependence on the United States

Canadian and European leaders have gathered in Montreal for a two-day summit aimed at taking relations between the two sides into a new phase.

The discussions are also driven by a shared desire to reduce dependence on the United States amid US President Donald Trump’s unpredictable policies and protectionist trade measures.

In her address, von der Leyen said that in an era of growing global competition, sovereignty and independence were not simply about having the ability to make decisions alone, but also about having the strength to act together.

She said the future alliance would be built around this vision, beginning with a strengthened partnership with Canada.
