The True Post (Web News)Canada has introduced major changes to its immigration and refugee systems, aiming to align the country’s immigration policies more closely with labour market demands while improving the efficiency of asylum processing.

The new measures, which came into effect on November 3, 2026, introduce changes to the Express Entry Comprehensive Ranking System (CRS), provide additional points for certain skilled workers and qualifying high-wage job offers, and establish a streamlined online application process for refugee claimants.

The federal government says the reforms are designed to attract and retain skilled workers who can contribute to Canada’s economy while reducing administrative delays and pressures on the immigration and asylum systems.

The changes come as Canada continues efforts to manage the number of temporary residents, address labour shortages and ensure that immigration levels remain sustainable.

Express Entry Introduces New Points for Skilled Workers

Immigration, Refugees and Citizenship Canada (IRCC) has introduced a new Labour Market Integration factor in the Express Entry Comprehensive Ranking System.

Under the changes effective November 3, candidates may receive additional points based on eligible Canadian work experience or a qualifying job offer in a high-wage occupation.

The new system places greater emphasis on workers whose skills and employment experience are considered valuable to Canada’s economy.

Occupations in areas such as engineering, healthcare, technology, education and skilled trades are among the sectors that may benefit where the specific occupation meets the government’s high-wage criteria.

Candidates can receive additional points through either eligible Canadian work experience or a qualifying high-wage job offer. However, the two categories cannot be combined under the new Labour Market Integration factor.

The number of points awarded depends on the occupation’s wage level and the candidate’s eligibility.

LMIA Requirement Removed for Qualifying Job Offers

One of the most significant changes concerns the Labour Market Impact Assessment (LMIA), which has traditionally been an important requirement for many employer-supported immigration applications.

Under the new Express Entry rules, an LMIA is no longer required for a qualifying job offer to receive CRS points or meet relevant job-offer requirements under the Federal Skilled Worker Program and Federal Skilled Trades Program.

Job offers can now be considered from existing or new employers, provided they meet the applicable immigration requirements.

However, the removal of the LMIA requirement does not mean that every job offer will automatically qualify.

Immigration officers will continue to assess whether employment offers are genuine, whether employers can meet their obligations and whether applicants have the qualifications and ability to perform the proposed work.

The government says these checks will remain important in preventing fraud and protecting the integrity of Canada’s immigration system.

New Online Application System for Refugee Claims

Canada has also introduced significant changes to its asylum application process.

Beginning November 3, individuals making refugee claims from within Canada and those submitting claims at ports of entry are now covered by a single online application process.

The new regulations establish clearer requirements and timelines for key stages of government reviews, with the aim of reducing unnecessary delays and making the process easier to understand.

The reforms also address the reinstatement of withdrawn claims, rules concerning claims that have not been pursued, additional support for vulnerable applicants and access to work permits for eligible refugee claimants.

According to the federal government, the changes are intended to make the asylum system more organized and predictable while maintaining access to protection for people who genuinely need it.

Refugee Claims Decline by 52 Per Cent

Official government figures indicate that refugee claims in Canada declined significantly during the first eight months of 2026.

According to Immigration, Refugees and Citizenship Canada, asylum claims submitted between January and August 2026 were 52 per cent lower than during the same period in 2025.

Compared with the corresponding period in 2024, the decline reached 68 per cent.

The government says the reduction reflects the impact of measures introduced to manage pressure on the asylum system.

The latest reforms are intended to build on that progress by improving application procedures, strengthening administrative oversight and helping eligible claims move through the system more efficiently.

What the Immigration Changes Mean for Applicants

The latest policy changes indicate that Canada is placing greater emphasis on the economic contribution, skills and employment prospects of prospective immigrants.

For Express Entry candidates, eligible Canadian work experience and qualifying high-wage employment opportunities could now make a significant difference to their CRS scores.

Applicants with valid job offers should review their Express Entry profiles and ensure that all relevant employment information is accurately recorded.

Existing profiles are being recalculated under the new system. IRCC says the process could take up to two weeks, during which Express Entry invitation rounds will be temporarily paused.

However, receiving additional points does not guarantee an invitation to apply for permanent residence. Invitations will continue to depend on eligibility requirements and the CRS cut-off scores for individual selection rounds.

Overall, Canada’s latest immigration reforms represent an effort to make the system more targeted towards economic needs while improving the management of refugee claims.

The government’s challenge will be to attract the skilled workers needed by Canadian employers while balancing housing availability, employment opportunities, public services and the country’s broader immigration commitments.
