Quebec voters are set to elect a new provincial government, with the final stage of the election campaign focusing on the economy, cost of living, immigration, language rights and the province’s relationship with Canada.

Coalition Avenir Québec (CAQ) Leader Christine Fréchette has also made the possibility of a 2029 referendum on Quebec sovereignty a central issue in her campaign messaging, warning that a referendum under a Parti Québécois government could create economic uncertainty. Recent campaign statements from Fréchette have emphasized her opposition to holding another referendum.

Fréchette Raises Referendum Concerns

Fréchette has argued that Quebecers should consider the potential economic consequences of a Parti Québécois government pursuing a sovereignty referendum.

According to her position, a referendum could create uncertainty for Quebec’s economy and affect investment and economic activity.

She has said that although such a referendum would not be immediate, the prospect itself could have economic consequences.

Quebec’s Relationship with Canada

Fréchette has presented the CAQ’s position as seeking greater autonomy for Quebec while keeping the province within Canada.

She has emphasized the importance of cooperation between Quebec and the federal government, particularly during the current economic environment.

Fréchette has also pointed to agreements reached between Quebec and Prime Minister Mark Carney’s federal government as examples of cooperation that she says should continue.

North American Trade and Economic Cooperation

Fréchette has said she does not expect major progress on the North American trade agreement in the short term.

Against that backdrop, she has argued that cooperation between Quebec and Canada is particularly important and that governments need to work together on economic challenges.

English-Speaking Community

Fréchette has said her party wants to maintain close relations with Quebec’s English-speaking community.

She has pledged respect for the community’s linguistic rights and its ability to receive services in English.

She also highlighted the contribution of English-speaking Quebecers, particularly in the Montreal metropolitan area and the education sector.

Immigration Policy

Drawing on her previous experience as Quebec’s immigration minister, Fréchette said immigration policy should take into account both humanitarian considerations and the province’s capacity to integrate newcomers.

She has supported maintaining Quebec’s permanent immigration threshold at approximately 45,000 admissions.

Quebec’s 2026 immigration plan sets a target of 45,000 permanent admissions, according to the provincial government.

Fréchette has contrasted this position with the Parti Québécois proposal to reduce permanent immigration to 35,000, arguing that such a reduction could create difficulties for small and medium-sized businesses in different regions of Quebec.

Housing and French-Language Integration

Fréchette has also linked immigration policy to housing availability.

She has argued that newcomers need access to affordable housing and that French-language education is important for their integration into Quebec society.

Her position emphasizes continued investment in French-language courses and integration programs.

New Political Team

The CAQ is campaigning under the Équipe Christine Fréchette banner in the 2026 Quebec election. Elections Quebec lists Christine Fréchette as the party leader, with her leadership nomination dated April 12, 2026.

Fréchette has described her leadership style as different from that of former premier François Legault, saying she places emphasis on consultation, cooperation and bringing people together before making decisions.

Fréchette Highlights First Months as Leader

Fréchette has pointed to developments during her first months as party leader and highlighted legislation, government initiatives and agreements with the federal government.

She has also referred to agreements involving doctors and a long-term energy agreement with Newfoundland and Labrador as examples of her government’s approach to negotiation and cooperation.

She says these measures demonstrate her government’s ability to govern and that she wants the opportunity to continue implementing its agenda.

Quebec Election and Referendum Debate

The referendum question has become one of the major issues of the final days of the Quebec election campaign.

Fréchette has argued that Quebec should focus on economic issues, healthcare, the cost of living and public services rather than another sovereignty referendum. Her campaign has explicitly urged voters to reject the prospect of another referendum.
