Canada and the European Union are working to take their relationship to a new level, with Prime Minister Mark Carney expressing interest in Canada joining the European Union’s well-known education and exchange programme, Erasmus+.
Carney said Canadian participation in the programme could provide young people from both regions with greater opportunities to understand each other’s educational institutions, societies and cultures.
Carney Addresses European Parliament
Mark Carney discussed the future partnership between Canada and the European Union during an address to the European Parliament in Strasbourg, France.
During his speech, Carney specifically referred to the possibility of Canada participating in Erasmus+.
According to Carney, Canada’s involvement in Erasmus+ could give students from both regions opportunities to study at leading universities, broaden their experiences and establish lasting connections that could strengthen ties between Canada and Europe in the future.
New Opportunities for Students
Erasmus+ is one of the European Union’s major education and training programmes. It provides students and young people with opportunities to study and receive training in different European countries.
The programme is no longer limited to university students. Over time, it has expanded to include vocational education and training, work experience, apprenticeships, sports and other areas.
Carney’s interest in bringing Canada into the programme is being presented as part of broader efforts to strengthen educational and people-to-people connections between Canada and Europe.
European Union Offers New Partnership
The issue has gained further importance after European Commission President Ursula von der Leyen indicated that Canada could potentially be given a pathway to become an “associate member” of the European Union.
However, the details of any such arrangement have yet to be determined.
Canada is not seeking full membership of the European Union. Instead, the two sides are exploring a new framework that could allow Canada to participate more deeply in certain EU programmes and opportunities.
Britain’s Experience Could Provide an Example
The United Kingdom’s recent agreement could provide an example for possible Canadian participation in Erasmus+.
Although the UK is no longer a member of the European Union, it reached a provisional agreement in April to rejoin Erasmus+.
Under that arrangement, the UK is expected to contribute around £570 million in 2027, equivalent to more than C$1 billion, towards the programme.
Canada would also need to negotiate issues such as financial contributions, the number of participating students, the scope of the programme and the conditions for participation.
History of the Programme
The Erasmus programme was launched in 1987. Its original purpose was to promote student exchanges between European universities, but its scope was expanded over the years.
In 2014, the programme was renamed Erasmus+, incorporating education, training, youth, sports and other areas.
According to the programme’s 2024 report, more than 16 million people have benefited from Erasmus since its launch.
Billions of Euros in Funding
Erasmus+ has a total budget of approximately €28.5 billion for its current 2021–2027 period, equivalent to roughly C$45 billion.
According to the report, around 60 per cent of the budget is allocated to educational and other forms of mobility, allowing students and participants to travel and take part in activities in different countries.
The remaining funding is allocated to cooperation projects and activities related to policy development.
Canada Also Interested in European Research
Mark Carney’s interest is not limited to Erasmus+. He has also expressed a desire for Canada to participate in the next phase of Europe’s major research and innovation programme, Horizon.
Canada is already participating in the current Horizon framework, which runs from 2021 to 2027 and has more than C$140 billion in funding allocated to it.
Focus on Stronger Links Between Young People
European Parliament President Roberta Metsola also discussed opportunities to strengthen educational and practical connections between young people in Canada and Europe.
She described Erasmus+ as one of the prominent opportunities connecting European young people with the European Union and indicated that cooperation with Canada could further expand such opportunities.
The proposed new partnership between Canada and the European Union therefore appears to involve more than trade and diplomacy. Education, research, youth exchanges and people-to-people connections are also emerging as important elements of the relationship.
However, Canada’s formal participation in Erasmus+ would still require the two sides to determine the relevant conditions and practical arrangements.
