Iranian President Masoud Pezeshkian has highlighted shortcomings in the country’s governing system, saying a shortage of qualified personnel, administrative weaknesses and poor implementation of decisions are undermining government performance.

Pezeshkian said he had met Supreme Leader Mojtaba Khamenei twice during the seven months following his election, with one meeting lasting approximately seven hours. He said the discussions covered government administration, ways to improve governance and obstacles affecting the management of national affairs. <Cite refs={[“turn807296search13″,”turn807296search3”]}/>

The president made the remarks while addressing a university opening ceremony marking the start of the new academic year. He argued that Iran’s difficulties stem less from a lack of resources than from problems in selecting capable people and ensuring that decisions are implemented effectively.

Administrative Weaknesses, Not a Lack of Resources

Pezeshkian said Iran had resources and opportunities available but was failing to make the most of them because qualified and capable personnel were not always being placed in the right positions.

He said that even when the government makes appropriate decisions, weaknesses in implementation can prevent the intended results from being achieved.

According to the president, improving government performance will require fundamental reforms to the administrative system, appointments based on merit and more effective mechanisms for carrying out decisions.

He stressed that better management and the selection of competent officials were essential to making more effective use of the country’s existing resources and capabilities.

Questions Raised Over State-Owned Companies

Pezeshkian also criticised the management of some state-owned institutions and companies.

He said that the way certain government-owned companies were being run could not properly be described as management.

The president argued that reforms to administrative structures and the appointment of suitable people to positions of responsibility were necessary to improve the performance of public institutions.

He also called for government organisations to be managed in ways that would make better use of available resources and deliver stronger results.

Obstacles to Senior Government Appointments

The Iranian president pointed to difficulties in appointing people to senior government positions.

He said the government sometimes seeks to appoint a qualified candidate to an important role, only to face objections from the judiciary or other institutions later in the process.

According to Pezeshkian, such obstacles can prevent the government from making effective use of qualified professionals and complicate the administration of public affairs.

His comments highlighted tensions within the appointment process and the challenges of ensuring that people with the appropriate skills can take up key responsibilities.

President Repeats Details of Meeting With Supreme Leader

Pezeshkian has referred again to his extended meeting with Mojtaba Khamenei, saying he met the supreme leader twice during the seven months after his election.

The president’s account places administrative reform, professional competence, the selection of suitable officials and the implementation of government decisions at the centre of the country’s governance challenges.

However, he did not announce specific reforms or explain what measures would be introduced to address the obstacles facing senior appointments.

His remarks point to continuing concerns over the effectiveness of Iran’s administrative system and the government’s ability to translate decisions into practical results.
