Toronto Will Not Receive Billions More From Ontario, Doug Ford Tells Olivia Chow

The City of Toronto could face growing financial pressure after Ontario Premier Doug Ford made it clear that his government will not negotiate a new comprehensive funding agreement with the city. Ford has told Toronto Mayor Olivia Chow that the city must take greater responsibility for managing its own budget.

Following her re-election, Chow had identified securing a new financial agreement with the provincial government as one of her key priorities. However, Ford has ruled out providing another multi-billion-dollar package similar to the support Toronto received during her first term.

Ontario Previously Provided Nearly $9 Billion

During Chow’s first term as mayor, the Ford government provided Toronto with approximately $9 billion in financial assistance.

The funding included around $7.6 billion for infrastructure and development projects, along with $1.2 billion to support transit operations and shelter services for people experiencing homelessness.

The assistance provided significant relief to Toronto as the city struggled with financial pressures following the COVID-19 pandemic. However, the existing agreement is scheduled to expire in March.

Ford said the province had already provided Toronto with nearly $9 billion and that the city should now take responsibility for balancing its own budget.

He also pointed to the province taking over responsibility for the Gardiner Expressway and the Don Valley Parkway (DVP), saying Ontario had already stepped in to support the city. However, he argued that Toronto could not continue relying on the provincial government for every financial challenge.

Ford Says Ontario Also Faces Financial Pressures

The Ontario premier said his government is also dealing with significant financial challenges and that Toronto must find ways to manage its finances independently.

His remarks indicate that the province is not prepared to renew the previous broad funding arrangement, although discussions over specific projects and priorities may continue.

Olivia Chow Calls for Long-Term Financial Solutions

Mayor Olivia Chow, meanwhile, has argued that Toronto needs a sustainable, long-term financial solution to maintain the city’s financial stability.

She said discussions with both provincial and federal governments would continue to secure the investment needed to support Toronto.

Chow emphasized that if governments want Toronto to remain a successful city, keep life affordable for residents, maintain essential city services and ensure public safety, they must invest in the city.

Mayor Seeks to Avoid Property Tax Increases

Chow has also indicated that she intends to control city spending without increasing property taxes.

Ford has expressed his expectation that the mayor will honour her election commitment to avoid raising property taxes.

The issue is likely to remain a major challenge as Toronto attempts to balance its budget while maintaining public services and addressing growing financial demands.

Toronto Faces Nearly $1 Billion Budget Shortfall

Toronto is facing a budget shortfall of approximately $1 billion, prompting City Hall to introduce another hiring freeze.

According to Chow, recruitment for frontline positions will continue, while new hiring in other departments will be restricted.

The city also plans to conduct a detailed review of spending, similar to last year’s exercise, to identify savings and control operating costs.

Funding Talks May Continue on Specific Projects

Although Ford has rejected a new comprehensive financial agreement with Toronto, the possibility of provincial funding for specific infrastructure projects and municipal priorities has not been completely ruled out.

Further discussions between Chow and the provincial government are expected in the coming weeks as the mayor begins her second term.

The central challenge for Toronto will be finding a way to manage its growing financial obligations without placing additional pressure on residents through higher property taxes or cuts to essential services.
