One Card, Multiple Services ،Alberta Introduces a Modernized Identification System

Calgary (Muhammad Amanullah)The Government of Alberta has announced a major modernization initiative aimed at simplifying access to government services for residents.

Beginning July 2, newly issued and renewed driver’s licences and identification cards will include an individual’s Personal Health Number (PHN) and an indicator of Canadian citizenship, allowing Albertans to carry a single secure card instead of multiple forms of identification.

The redesigned cards feature updated artwork that reflects Alberta’s history and identity while incorporating advanced security features to help prevent fraud and identity theft. The initiative is also expected to gradually eliminate the need for paper Alberta Health Care cards in the future.

Minister of Service Alberta and Red Tape Reduction, Dale Nally, said the changes go beyond a simple redesign and are intended to make everyday interactions with government serviceso more convenient for Albertans. According to the minister, the new cards will be more secure, reliable, and efficient for accessing various provincial services.

Under the new system, individuals applying for or renewing a driver’s licence or identification card will be required to provide proof of legal status and residency in Canada. Following verification, Canadian citizens will have a “CAN” citizenship marker displayed in the upper-right corner of their card.

Minister of Primary and Preventive Health Services, Adriana LaGrange, stated that integrating Personal Health Numbers into identification cards and driver’s licences will improve access to healthcare services and enhance information sharing within Alberta’s healthcare system, ultimately leading to more effective patient care.

Eligible residents who wish to add their Personal Health Number to their card will need to present their Alberta Health Care card, valid identification documents, and proof of legal status. Registry agents will verify the information before the PHN is added to the card.

The rollout will take place in two phases. The first phase will focus on eligible citizens and permanent residents, including citizenship verification and PHN integration. Youth aged 12 and 13 will also be eligible to receive free identification cards.

During the second phase, all remaining eligible residents will be included in the program, while children under the age of 14 will also become eligible for free identification cards, with optional photo and signature features.

The Alberta government has confirmed that there will be no additional fees for residents receiving the newly designed cards.
