Date: September 30, 2026 The True Post (Web News) —Canadian Prime Minister Mark Carney has announced $1.2 billion in federal funding to protect marine life and coastal areas. The announcement comes as Canada moves towards major decisions on a proposed new pipeline to the West Coast and the expansion of a major port project in Metro Vancouver.
Major Funding Package for Marine Protection
Speaking in North Vancouver, Carney said the proposed major projects would increase marine vessel traffic, potentially placing additional pressure on marine and coastal habitats that are already the focus of conservation efforts.
According to Carney, the government’s objective is to strengthen marine protection systems alongside increased economic activity, ensuring a more effective response in the event of an accident or emergency.
Expanding Coast Guard Capabilities
The new funding will increase the Canadian Coast Guard’s capacity to monitor marine traffic. A new national weather forecasting system for coastal areas will also be established.
The government will develop an emergency response plan for oil spills affecting marine mammals. Additional measures will include upgrading search-and-rescue stations, improving seabed mapping and expanding fisheries protection initiatives.
Key Decision on the Proposed Pipeline
Carney’s announcement comes as Ottawa faces a Thursday deadline to decide whether a proposed new pipeline from Alberta to the southern coast of British Columbia should be designated a project of national interest.
The prime minister said the project could help diversify Canada’s economy, create approximately 150,000 new jobs and reduce the country’s dependence on the United States.
Carney emphasised that the government is concerned not only with which projects are built but also with how they are constructed. He described the government’s approach as one of “building with protection.”
Avoiding Environmentally Sensitive Areas
Carney said the proposed pipeline route would avoid highly sensitive areas and would follow a route similar to that of the existing Trans Mountain pipeline.
He also made clear that the ban on oil tankers along British Columbia’s North Coast would remain in place.
Meanwhile, voting on a referendum concerning Alberta’s separation from Canada is expected to take place in the coming weeks, adding further significance to economic and political issues at both the provincial and federal levels.
Expansion of the LNG Canada Project
On the same day, LNG Canada confirmed that it would move forward with the second phase of its project in Kitimat, British Columbia. Once Phase 2 is completed, the project’s overall capacity is expected to nearly double.
The development is considered significant in the context of Canada’s efforts to increase energy exports and expand access to international markets beyond the United States.
Expansion of the Port of Vancouver
The Carney government is also supporting the proposed expansion of the Roberts Bank Terminal at the Port of Vancouver. The prime minister has previously discussed approximately $10 billion in potential federal support for the project.
According to Carney, the port is already operating close to its capacity. Expansion would help Canada increase trade with international partners and reduce its dependence on the US market.
Focus on Whale Protection
With increased vessel traffic expected around the port, protecting marine life has become an important concern, particularly the endangered southern resident killer whales.
The government has announced $100 million for monitoring, assessing and reducing underwater noise. The system will operate over the long term across Canada’s three coastal regions: the Pacific, Atlantic and Arctic.
Carney said that despite increased marine traffic in waters near Vancouver, the government’s goal is to keep underwater noise levels around their 2023 levels.
Strict Conditions for Construction
The government has also indicated that strict environmental conditions will apply to the Roberts Bank project. Carney said construction work would have to stop if a killer whale approached too closely to the construction site.
The project area includes the mouth of the Fraser River. Funding will also be provided for community-led restoration and conservation initiatives in the area.
$90 Million for Fisheries Protection
The government has allocated an additional $90 million for field monitoring and enforcement in the fisheries sector. The funding will provide fisheries officers with modern equipment, including drones.
A further $186 million has been allocated to the Northern Shelf Bioregion Reconciliation Framework Agreement. The funding will support collaborative governance, environmental protection, waterway management, emergency preparedness and environmental impact initiatives in the Great Bear Sea region.
Coastal First Nations Welcome the Announcement
Coastal First Nations has welcomed the federal government’s announcement, noting that major projects are expected to increase marine vessel traffic and that preparations for safe and responsible shipping are therefore necessary.
According to the organisation’s president, Samuel Schooner, increased marine activity could also raise the risks of accidents and potential impacts on sensitive coastal ecosystems.
Meanwhile, the Wilderness Committee has described the $1.2 billion in marine protection funding as insufficient. The organisation argued that the amount is small compared with the potential $10 billion in federal support for the Roberts Bank expansion project.
The Carney government is therefore preparing to advance major energy and export projects while introducing new measures to protect the marine environment, fisheries, marine wildlife and coastal communities.
