Important Developments in Canada on Religious Freedom and Respect for Muslim Women’s Hijab

Canadian government documents and immigration procedures allow people to dress according to their religious beliefs, including the wearing of hijab, while necessary requirements related to identity verification remain in place.

Under Canada’s current passport photo rules, people who cover their heads for religious or medical reasons, including Muslim women, may continue to wear their religious hijab or head covering in passport photographs.

According to official guidelines, the person’s face must be fully visible and clearly identifiable in the photograph so that accurate identity verification can take place. There must also be no shadow on the face that could obscure important facial features or interfere with identification.

Similarly, Canada’s immigration biometrics process includes specific accommodations that take religious and cultural requirements into consideration. Individuals who cover their head or face for religious or cultural reasons may request, when necessary, that the biometric process be conducted by an officer or operator of the same gender.

For privacy purposes, appropriate screening or a private area may also be requested. However, when the biometric photograph is taken, the entire face must be clearly visible for identity verification.
